
The Delta State Head of Service, Dr. Mininim Oseji has expressed appreciation to members of the College of Permanent Secretaries and Heads of Extra-Ministerial Departments in the State Civil Service for their support and cooperation at her appointment and subsequent swearing in by Governor Sheriff Oborevwori.
At her inaugural meeting with the members of the College on Wednesday 23rd April 2025, she charged the administrative heads of ministries and extra ministerial departments to be exemplary in their leadership roles in the implementation of government policies and programmes in the State Civil Service.
Outlining her goals for the State Civil Service, she urged them to ensure that civil servants are familiar with financial regulations and build their capacity in financial management through training and retraining of staff.
Dr. Oseji further reminded the accounting officers of Ministries, Departments and Agencies (MDA’s) of the repeated calls for civil service reform and repositioning of the machinery of government and that this would be achieved with commitment and acquisition of practical knowledge on their part.
To achieve success in piloting the affairs of the State Civil Service, she promised to reintroduce programmes such as “Breakfast Dialogue” with the HOS, “The Bureaucrat” publication, and organised 6 monthly meetings with retired Heads of Service.
Present at the meeting were a host of Permanent Secretaries and Heads of Extra-Ministerial Departments from various MDAs in the State.
