SOLINA Group, a technical assistant for the Universal Basic Education Commission (UBEC), has met with the management team of the Delta State Universal Basic Education Board (SUBEB) to prepare a new template for the effective implementation of the Basic Education delivery
The strategic meeting, which started on Monday, October 28, 2025, is being held at the SUBEB headquarters, Asaba, and is scheduled to last for five days.
The UBEC representative, Mr. Banah Mallum, while introducing SOLINA Group to the SUBEB team, stated that the aim of the 5-day strategic meeting was to work on an overview of the matching guidelines and come up with an action plan for effective basic education delivery in the State.
Mr. Mallum said that UBEC is committed to working together on strategic initiatives aimed at addressing critical constraints and concerns in achieving education outcomes, protecting schools, enhancing access to quality education, and achieving maximum impact on basic education delivery.
In an earlier remark, the Executive Chairman of Delta SUBEB, Hon. Samuel Mariere, said that the mandate of SUBEB is to reform the Basic Education system in the State, and as such, the Board and management team have always been striving to take a cue from UBEC to be among the best States in Basic Education delivery.
Mariere urged his team to key into the new roadmap and buckle up in their various departments so that Delta SUBEB can be at par with UBEC standards. He said, “The speed at which we are going is like that of a moving train. It is your duty to conform and not be left behind.”
He said plans were underway to augment the salaries of teachers posted to hard-to-reach areas, as part of efforts to encourage and motivate them. He also noted that the Board had made provisions for mini buses in each Local Government Education Authority (LGEA) to ease official assignments and strengthen field operations.
As at the time of the meeting, 23 out of the 25 LGAs already have mini buses, and before the end of the year, the remaining two LGAs will be provided for, while a boat will also be made available to serve schools in difficult terrain.
On plans on how he would ensure that teachers and other staff of SUBEB are more committed in the discharge of their duties, Mariere revealed that apart from the ongoing physical verification process, there would be a reintroduction of the traditional clock-in system.
He added that other areas of focus include strengthening the Early Childhood Care Development and Education (ECCDE) programme, improving the use of Teaching and Learning Materials (TLM), and promoting the effective use of Information and Communication Technology (ICT), among others, in basic education delivery.
Mariere further emphasized that the initiatives of Delta SUBEB are in line with the M.O.R.E agenda of the State Government under Governor Sheriff Oborevwori, which prioritizes access to quality and inclusive education for every child. He noted that the Board remains committed to supporting the State’s vision of nurturing a well-educated and skilled population capable of driving sustainable development.
